Are you prepared to work hard? You'll be at least a year on the practice chanter learning the fingering before even thinking about playing the bagpipe! There is NO short cut to learning to play the 'Noble Instrument'...
Are you at primary school in East Lothian? If so contact feisdhuneideann@feisean.org and/or pholden@elcschool.org.uk and ask about the 'Introductory sessions' which used to run there. They supplied practice chanters and tutors to let children try it out without any cost or obligation for 8-16 weeks. Upon completion, a certificate was issued and continuation was encouraged with a local pipe band for those who wanted it. Is something being arranged for YOUR school?
Are you between 12 and 18 years old? If so click HERE and/or HERE. The Army Cadet Force will supply the practice chanters (or sticks and pads for drummers) and later, as and when required: pipes, drums and uniform as well as properly qualified tutors to help children go as far as they want to go with piping (or drumming).
